CPA Question

Hey guys,

I have a question regarding CPA offer types. I understand that zip submit, email submit will finish the offer after the client submits his/here email or zip code. But this is not happening with adscendmedia email submits. After a submit my email, i get another page and another page, all this time my content locker is still active and the offer appears not completed. Is this normal, or they are not zip/email submits at all. How to be sure that an offer will convert after this information are provided? I mean how to know, without doing the offer myself. Is there a way?
