1. kind of. if you can change your IPs you will most likely be able to post as long as each post is done with a diffrent IP address. however, the problem is that you have no way of knowing what has been done with that IP prior to using it. so by using public or shared IP addresses you run a higher risk of burning your PVA. additionally, if the IP gets abused too much it will start having ghosting problems. therefore, using private exclusive proxies is the safest way to consistently post and maximize the life of your PVAs.

2. possibly. if you have CL virgin or non-softblocked IPs sure they will work (in non-PVA sections) but could stop working at any time. if you are careful with them and treat them right they could work for quite a while. again, if you have IPs of this sort they better be private so no one else can ruin them for you. Also when posting in this way As far as I know you must stick to posting in the GEO location of your IP. finding these type of IPs is a little difficult and can be a bit expensive
oh and i don't have a definitive list of non-pva sections because i don't have any IPs that are not softblocked
