There are lots of way to get free and quality traffics.
Free method will take a bit time and increase you traffics slowly but after few days you will get regular traffics.
In free methods if you are also looking for some PR then can start from directory submission.
For traffics you can write article and press release for your site and can submit them to free article and press release sites.
Social bookmarking and networking is also a best method to get lots of traffics and backlinks.
Forums posting, blog posting and blogging can also give you good amount of traffics.
But if you dont want to give money to any service provider then you have to work hard for your site.

You can *ahem* perform services for members like me, and we can hook you up with some visitors to your site. You can also create a linkwheel (6 or more Web 2.0 properties linked together) or do social bookmarking. Word of mouth works too.

Like most have said , posting on blogs and forums specific to your Niche and inserting anchor-texed - specific keywords links Leading to your site will help you rank with google .. this is the way to go especially if you are selling are offering a specific product
