h1 h2 and h3 are helpful for onpage seo.

they tell spiders of your site contents.

but dont abuse h1 and h2. do look at your theme....many themes nowsaday have ald included h1 and h2 tag...and most of the themes have abused h1 and h2 tags....change them whenever necessary. Besides, h3 tag might help although its effect is low. h4, h5, h6 tags basically useless in term of seo.

on site seo including h1 tags are becoming less relevant but every little bit helps. i think the most important on site seo would include

1: title
2: description
3: h1,h2 tags
4: keywords or key word phrases in the first two paragraphs(don't spam them. 2-3 times is enough)
5: emd(exact match domain for the keyword phrase you are targeting)

the description isn't really good for seo, but it is the text people see before they click on your link in the serps. consider the description more marketing strategy than seo but still VERY important. if you are #2 or #3 in the serps, people might be more reluctant to click on your link rather than a #1 or #2 ranked site for the same keyword that is being targeted if you have a better title and description.

off site seo is more important than on site seo. backlinks with keyword phrase anchor text is the most important thing to concentrate on.

Yeah, i can tell that is VERY IMPORTANT. I got ranking from my H1 Tag keyword and H2 tag as well.
